On September 15, Chief Minister Mk Stalin Unveiled The Plan In An Effort To Carry On One Of Dmk’s Major Election Promises. The Plan Has Been Allotted Rs. 7,000 Crore, And Regulations Will Be Published Shortly.

The Budget Placed A Special Emphasis On The Government’s Commitment To Enhancing The City’s Infrastructure And Quality Of Life, Particularly In North Chennai, With A Variety Of Schemes To Improve Civil Services Coaching, Cultural Projects, And A Significant Focus On Transport And Road Infrastructure.
The Rs 1,000 Monetary Support For “Suitable Households,” Indicating A Potential Selection Procedure To Identify Qualified Women Heads Of The Family, Was The Main Feature Of The Budget Delivered By The State Finance Minister Palanivel Thiagarajan. “I Am Extremely Glad To Announce That Women Heads Of Qualified Households Would Get Rs 1,000 Each Month Starting In The Next Financial Year. The Minister Added In His Budget Speech: “This Plan Would Greatly Help Women Heads Of Families Who Have Been Affected Adversely By The High Increase In Cooking Gas Pricing By The Union Government And The Overall Price Rise.
On September 15, The Birth Anniversary Of Dmk Founder And Former Chief Minister C N Annadurai, The Programme Will Be Launched. The Government Is Reportedly Taking Efforts To Create A Comprehensive Database On The Basis Of Required Economic And Social Conditions To Choose Qualified Women Homemakers For The Plan, Despite Their Being An Amount Of Rs 7,000 Crore In The Budget For The Program.
The Revised Estimates For The Current Year Show A Significant Decrease In The Annual Revenue Deficit, From Around Rs 62,000 Crore To About Rs 30,000 Crore, According To The Budget. The Fact That This Reduction Is Almost 5,000 Crore Rupees Less Than The Pre-covid Year Of 2019–20 Makes It Even More Impressive. “The Decrease In Tax Income In The Prior Years Was The Primary Cause Of The Budget Trouble Experienced By The Government At The Time Of Entering Power. The State’s Own Tax Revenues, Which Were At A Healthy 8% Of The Gross State Domestic Product (Gsdp) Throughout 2006–11, Have Seen A Precipitous Decline In The Past 10 Years And At 5.58 % In 2020–21. As Compared To Other Large States Like Maharashtra And Karnataka, This Is Far Lower. Despite The Fact That This Government’s Efforts Over The Past Two Years Have Increased The Tax-to-gsdp Ratio To 6.11 Percent In The Current Year, Rajan Stated In His Budget Speech That More Concerted Efforts Are Required To Raise It In Order To Find Funding For Welfare Programmes.
In Addition To The Rs 2,877 Crore Allocated For Higher Education, A Total Of Rs 6,967 Crore Has Been Given To The School Education Department. This Money Will Be Used For Projects Like Converting 71 Government Industrial Training Institutes (Itis) Into Centres Of Excellence.
The Chief Minister’s Breakfast Scheme, Which Was Implemented In The State On A Pilot Basis In 1,543 Elementary Schools, Helped To Increase Attendance In 1,319 Schools, According To A State Planning Commission Study. As A Result, The Scheme Will Now Be Implemented In All 30,122 Government Primary Schools In The State Starting In The Upcoming Academic Year. 18 Lakh Students In Grades 1 Through 5 Would Benefit From The Rs 500 Billion Allocated For This Programme.
The Budget Speech Also Mentioned A Significant Rise In The Number Of Female College Students. According To Thiagarajan, The Increase In Female College Enrollment Is Evidence Of The Success Of The Moovalur Ramamirtham Ammaiyar Pudhumai Penn Program. “Compared To The Year 2021-22, 29 Percent More Females Have Joined Colleges This Year, Which Is An Addition Of 20,477 Women Students,” He Said.
The “Pudhumai Penn Scheme,” As It Is Well Known, Provides Rs 1,000 Each Month To All Females Studying In Grades 6 Through 12 At Government Institutions For Their Further Education. 2.20 Lakh Female Students Now Benefit From This Programme.
Tamil Nadu Skill Development Corporation (Tnsdc) Will Implement A Scheme With An Aim To Reverse The Trend In Which Civil Services Aspirants Will Be Given Better Facilities And Materials. The Number Of Students From Tamil Nadu Passing The Civil Services Examinations Has Been Declining In Recent Years. “Via A Screening Examination, 1,000 Civil Services Applicants Will Be Short-listed Each Year. During Ten Months, Each Applicant Would Get Rs. 7,500 Per Month To Help Them Prepare For The Preliminary Exam. Pupils Would Get A Lump Sum Amount Of Rs 25,000 If They Pass The Preliminary Test. In The Budget Estimates For 2023–24, Tnsdc Has Been Given A Budgetary Allocation Of Rs. 10 Crore For This Programme, According To Rajan.
Rajan Announced The “North Chennai Development Project” At A Cost Of Rs. 1,000 Crore Over The Next Three Years, Noting That Certain Areas Of Chennai City, Such As The North Chennai Area, Are Lacking In Infrastructure And Basic Amenities. Additional Projects Announced For Chennai City Include A Four-lane Elevated Flyover On Anna Salai From Teynampet To Saidapet At A Cost Of Rs 621 Crore In The Next Year.
The Government’s Plans To Build Metro Rail Systems In Coimbatore And Madurai, Estimated To Cost 9,000 And 8,500 Crore Rupees, Respectively, Were Also Disclosed In The Budget.
